Free Software in the Ecuadorian Government

A few months of their first year since the President of Ecuador declared the use of Free Software in Public Institutions of the State, as you can see the first results.

According to the report published by the newspaper El Comercio , the savings from the use of free software so far is U.S. $ 15 million.

Additionally in the coming days, the Secretariat for Informatics released the source code of a document management system called "Quipux", a system that is based on the Colombian project Orpheus .

Free software is state policy

My name is Rafael Bonifaz and I am a Systems Engineer. Currently in addition to my professional work I am active in free software communities of Ecuador. In this country little is spoken on the subject, but countries like Venezuela, Brazil, Argentina, parts of Spain and Europe are moving to the use of Free Software. To win you the election, propose a plan regarding the use of free software in the state?

To cite one example, now the municipality of Quito should pay IBM a value close to $ 200 000 per year for the use of your email server and that the mayor can share your calendar with the councilors. We can offer a similar solution, with some software development and use of free software for a cost of nearly $ 20 000 for a single time. Hence, the municipality can hire us to support us or any other company that knows the subject. Do not stay locked to us.

With $ 200 000 a year can do more for the benefit of the community rather than pay a fee for use of computers. This is only a servant of a municipality. Imagine the cost of all licenses of windows, office and other programs used by the state. How could we save by using free software and the money spent would stay in training national professionals, instead of paying multinationals.

Countries sign in protest against the ISO standard (trucho) OOXML

During the International Congress of Society and Electronic Government CONSEGI developed in Brazil from 27 to 29 August 2008, the countries of Brazil, South Africa, Venezuela, Cuba, Paraguay and Ecuador signed a document protesting the ISO standard (trucho) of OOXML .

As you may recall some months ago was made ​​the adoption of standard OOXML , this process was marked of much controversy , because some countries may check the manipulation of the vote by micro $ oft, now the countries that voted NO on that occasion have decided to raise their protest against the approval of the standard.

CONESUP university presidents informed about the 1014 Decree

Free Software in Ecuador Decree 1014

Yesterday, Thursday April 10, 2008, the President of Ecuador Rafael Correa Delgado , 1014 signed a decree to which the Free Software becomes a state policy to be adopted by all entities.

This has been a big step for the Ecuadorian community of free software, because a year ago the President by a video declared a state policy on use. Today it is a reality.

Farewell friend

I have always said and I maintain, may have many friends but true friends counted on the fingers.

17 months ago I met one of them his name, Jose Alonso (a thin man and half bald). He arrived one day at a Whimper office and told me he wants to talk with you at the Site . We sat and talked and then we had a good chemistry with what we wanted to do on the Internet. Since that day we had a great team with Byron for our online campaign .

I really want to tell my dear friend, now you return to the motherland , thank you for all this time in which to work and also knew to be true "friends" through thick and thin. Do not forget your words in my times of crisis often helped me out of them.

Ecuador voted no to the proposed ISO 29500 standard Microsoft (r)

Ecuador voted "no" to ECMA-375 Standard ISO 29500 as proposed by Micrososft (r) after the informational committee was created to address this issue did not consenso.La international community and area specialists drafted a document of 148 technical comments that refer to:

  • "Induction of bugs those who use the standard"
  • "Introduction deliberate error in the handling of dates (eg can not be represented on August 10, 1809, being prior to 1900)
  • "Contradiction with other ISO standards"
  • "Dependence of Microsoft Windows (r) and Microsft Apps (r) in order to function"
  • "No use of existing ISO standards and use proprietary formats Microsoft"
  • among others.

Despite these questions Micrososft (r) has maintained a strong defense to his standard on committees involved in this process that has been committed to incidents in Sweden (who changed his vote from "yes" to "abstain" in assuming pressure Micrososft (r)), Portugal (chaired by Micrososft (r) and not allowed into IBM representative citing lack of space in the room); and Uruguay (where it has questioned the manner of voting).
