The Public Procurement System was built with free software tools

The President of the Republic, Rafael Correa, noted that the web portal of public procurement system was built entirely with free software tools developed by professionals and one hundred percent of Ecuador, showing the possibilities and technological capabilities committed to the country's progress.

As the President noted that "This will meet the government guidelines contained in the decree issued few days ago, which sets the central government policy to use free software in all instances. "

Free Software in Ecuador Decree 1014

Yesterday, Thursday April 10, 2008, the President of Ecuador Rafael Correa Delgado signed the 1014 decree which the Free Software becomes a state policy to be adopted by all entities.

This was a big step for the Ecuadorian community of Free Software as President a year ago through a video declared as state policy the use of it. Today it is a reality.

Not only the citizen's revolution is underway, but also the technological revolution.

Before iso make the official announcement, both Microsoft and ECMA have issued their press releases announcing the victory of OOXML on the right.

Unofficially Malasya Open Blog , the following list of countries that apparently voted no to OOXML.

  • Canada
  • China
  • Ecuador
  • India
  • Iran
  • New Zealand
  • South Africa
  • Brazil
  • Cuba

According to the site of openxml.info in several countries there are several cases of irregularities. One of the most notable is the case in Norway changed its vote from no to yes in spite of that 80% of the committee was against this decision. The reactions to this were swift and the director of the technical committee has made a public outcry over the issue.

I think this story is far from over. The people of the free software community in Latin America, we must seek the implementation of ODF as a national standard before OOXML is spreading too fast.

Before ending this post I want to thank Microsoft for giving me the opportunity to meet people as smart and capable as I have met in this process. Today I have friends all over the world who think in a way similar to mine and together we can do great things. This has been demonstrated in September when we beat Microsoft and OOXML. This time we lost the battle, but we managed to form a community towards global open standards. Thank Microsoft for this gift.

Ecuador voted no to the proposed ISO 29500 standard Microsoft (r)

Ecuador voted "no" to the proposed standard as ECMA-375 Standard ISO 29500 by Micrososft (r) after the committee report that was created to address this issue did not consenso.La international community and area specialists drafted a document of 148 technical comments that refer to:

  • "Induction of bugs who use the standard"
  • "Intentional introduction of errors in the handling of dates (eg can not be represented on August 10, 1809, being prior to 1900)
  • "Contradiction with other ISO standards"
  • "Unit Microsoft Windows (r) and Applications Microsft (r) to run"
  • "I do not use existing ISO standards and proprietary formats using Microsoft"
  • among others.

Despite these questions Micrososft (r) has maintained a tight defense to its standard on committees involved in this process has been compromised by incidents in Sweden (who changed his vote from "yes" to "abstain", by presuming pressure Micrososft (r)), Portugal (chaired by Micrososft (r) and not allowed into IBM representative citing lack of space in the room); and Uruguay (where it has been questioned how to vote.)
